I'd turn off the jeep, place a amp/volt meter between the negative of the battery and the wiring harness. Then starts pulling out fuses till there is no more/minimal amp draw i can read. That'd give and indication of which circuit is drawing the power when it shouldn't. If no circuit are...

I'm pretty sure majority of bumper use the frame at the oem mounting points. You'll have to remove the bumper in order to install the winch

The vector offroad bar works for the 2007, if you want to go that direction

Another vote for 67 design , i use a vector bar and their clamps for Phone/gps/cameras...

I think the rancho 5000x are highly recommended on and off road. Not sure why you'd need 2" lift if you're not planning to leave the asphalt, for tires BFG K02 are also amazing on and offroad. My 2cts.

Hu is the headunit (radio/nav) pulse repair is a way to charge difficult batteries, can take 24/48h but I usually had good results with my TJ's battery. Well, I'm going to wait patiently till it shows full and check with the voltmeter again just on the battery disconnected to see if I lose voltage.
