Yes you'll have to remove the airbag and steering wheel in order to get to the clock spring. I don't know of any way to test it, but the clock spring is the electrical connection for your stalks & SW buttons.

Sounds like the clockspring to me. There was a recall on IIRC all JK's. Maybe you still need it and get it replaced for free?

I have this one It works, but the hitch mount one, and one of the pads in the above kit, might be a better combo. There used to be a external rack that mounted to the hard top by MBRP, but it's discontinued. You can find it as a knock off though.
