Jeep Wrangler 2009 running cold

I originally replaced the thermostat bc it was running hot. Problem was solved then it began to run cold in the highway (about 1/4 on gauge) then I replaced thermostat again and also got new sensor. Still runs about 1/4 while on highway. Goes back to normal when local driving. Any ideas on remedy ?

Do you have any problems with the heater output?
 
Well not sure yet, lets see if anyone else might have a suggestion. mrjp's suggestion i'd think could verify the gauge reading right.
Agreed, get a scan tool and see what the actual temp reads. I know there are a lot out there. I use one by Scangauge which seems to work well. It’s not bluetooth.
