Yet another heating question on a 2013 JKU

Ok, SIL has a 2013 JKU Sahara. She tells me “heat has not worked in 2 years”…???um ok.

So, i started looking at it yesterday. From drivers side to passenger side its cold, not as cold, not as normal hot, and what i would consider normal hot.

I understand, heater core, thermostat, blend door actuator, or air in cooling system.

So, i first look under the hood. Trying to see if anything just looks out of place. Well, first thing i notice is that the coolant overflow bottle is bone dry. So, lets try that. So i put fluid in it and went ahead and changed the thermostat. Let it come to temp, got a steady 205 degrees according to jscan. Still no heat on drivers side. I check the heater core lines and both are hot hot hot. I check them under the dash, same thing. No heat out of the drivers side. So, this morning, i grab a couple of blend door actuators (mine is making the sound) so, I pull everything from under the dash, her blend door is working. No issues. A quick look at what i can see on jscan and everything looks good. So i keep scratching my head and go ahead and do a heater core flush. It looked good for 200k miles on it. Got all that put back together, still same issue.

So, i am at a loss. Do i just throw a new heater core in it, or could there still be air in the system???

But i would get no airflow if the vent tube was blocked correct? Also, this thing must have been really low on coolant, we have put almost a gallon and a half in it. Makes me wonder, how low can it get before overheating starts? There are no leaks, no smoke, clean oil. Seems like she just never checks it, and i am thinking her oil change place is not checking it either???
