The front brakes do more braking then the rear do, so most people don't replace both at the same time. Dealers and Brake shops usually replace all when doing a brake job even if the rears don't need it.

Modern Jeeps have "traction control"
This applies a brake to a slipping wheel. Therefore the rear brakes are being applied while your foot is on the gas if the wheel speed sensors detect unequal rotation.
