Unable to unlock soft top to lower. All windows are off and windshield latches are open still top will not lift.

bit more info please. Year and door count.
so it will not begin to fold back? Do you have an older JK? 2007 - 2010? If so, these tops have the sides in channels like the bottom of the side soft windows and you need to pop the top out of these channels before you can lift it.
If that isn't it, pictures please as you may not have an OEM top.

This. If it’s catching you have to pop those out. Went through this when I bought my 08.
