So for a few months I've had flickering lights on my dash. I noticed that if I play with the turn signal arm I can often get it to come back to full brightness, or cause it to flicker on demand.

I started the Jeep the other day, and the windshield wipers were on... steady/low. I tried to turn them off, but the switch was already in the off position. I pulled the fuse to stop the wipers, but when I was driving it I realized that NONE of my steering column controls... blinkers, wipers, cruise control... are working.

And advice, or experiences similar that you've resolved?

I also noticed, upon lifting the hood, that the woven metal strap (appears to be a grounding strap) is severely worn... still together, but corroded and attached only on the edges. Anyone think this might be the issue? I plan on replacing the strap ASAP, but want to figure out the other issues as well.
 
Can’t say it is causing the issues, but yes it needs to be replaced and the first place to start. Also clean both battery terminals. bad ground can cause a lot of issues.

Bad grounds is a good place to start with, clean the battery clamps and make sure they are tight. There are grounds on the inside along the sides under the dash. A foot could have broken one off pretty easy.
