Rusted frames

My ten-year old wrangler gives squeaky sounds sometimes and I found the bottom is heavily rusted. It seems a piece of the frame has been gone. I don't even know how does it look like normally.

I'm living in the New England area. I assume it's not safe to drive. Any comments or suggestions on fixing it?
 
I can't tell what is exposed, but I do know it's not supposed to look like that.
But whatever is missing isn't actually part of the frame, so it can be cut out and replaced.
 
I am not sure, but from the pictures it looks like the skid plate at the fuel tank Is rusted through.

The last picture looks like the fuel tank skid plate, does it help hold the fuel tank in place or just protect it? If it's part of the support for the fuel tank there's a good chance your fuel tank could fall out at the next bump.
