My son is looking at a used 2009 JK overall looks like it is in decent shape. One question I have is I’m not used to seeing the axle housing wet at the area in the picture. Anything to be concerned about?
 
It's nothing to worry about, those axle tubes are just pushed into the center section and then plug welded to hold them in place. All you would need to do is clean the area where the tubes went in and then take some RTV and put around the seam.

From the looks of the differential seal and the obvious signs of a fluid change, there may be a slight chance the gearing was changed. Might want to verify the gearing.

Thank you. Certainly obvious the fluid was changed, also showed up in the Carfax report.
