It almost looks like a knockoff Poison Spyder Brawler mid front bumper.

Google Image Search turns up info about grills & modified front bumper .
Possibly custom or someone modified a bumpier . Bumper is cool though.

So, the grille is offered by Allinoneparts, which, as far as I can tell, doesn't even have a phone number listed. However, since they used the photo of the Jeep in their ad showing that bumper, I'd try to contact them and go from there.
