It's not uncommon to see this intentionally with modern LED headlights. In the US, we're not allowed to have smart headlights, which adjust the beam to avoid blinding oncoming drivers while maximizing visibility at other times. This pattern does some of the same thing with dumb headlights. Adjusting the passenger side up a bit higher gives you more visibility down the road without blinding oncoming drivers. I have all of our cars adjusted this way.
