Jeep starts but no dash functions and other weird electrical issues

Jeep starts but no dash functions windshield wipers come on automatically even though they are in off position and they don't shut off. no turn signals. Radio works. I disconnected negative terminal and waited 1/2 hr. But no change
 
Did you do something that led up to this, or did it just start randomly?

Have you scanned it for codes?
 
Reattached ground after 24 hrs. Tightened both connections up, started Jeep everything is fine. Checked for codes and have zero codes. Drove it for 10 miles and its still ok. This happened about a month ago too but seemed to go away when i disconnected negative cable. I just had a horn replaced last week because it just stopped working. Its a 2007 Rubicon and I've only had issues with the radio suddenly losing all its programmed stations or just not working at all for an hour. I bought vehicle used 2 years ago. Just weird issues
 
What kind of condition are the battery cable connections in?

I also wonder if it could be the TIPM failing.
 
cables are good, battery replaced 1 1/2 years ago. I was thinking that the TIPM would be the culprit and if this continues I will have that checked
