I just had new tires installed and an front alignment done on my 2015 JK Wrangler Willys.. The left camber is out of spec at -0,8 degrees. They told me there is no adjust for the camber. They said they would need to replace the ball joint with an offset one or possibly sleeve the current ball joint. Does that sound right?

Wranglers all have solid front axles. Apparently the camber is not adjustable in stock vehicles. There are front ball joint replacements that add some camber adjustability. These can vary wildly in cost. You might want verify that the front axle isn't bent a bit. The just one tire out sounds curious. The sleeve/shim option works too.
