Fender flare rust advice

Hello I’m new here. I bought a used 2017 Jeep Rubicon with several modifications on it. The fender flares appear to be rusting more as time progresses. I was thinking of using some sort of wire brush to remove any chips on them and then powder coating the flares black. Are they salvageable or should I just get new ones. I believe they may be from “rough country”.

The 2nd picture the rust spot looks like it might need the bad metal cut out and a new piece welded in and then a good paint or Powder Coat.

Seeing as I’m not very technical and the quote for powder coating for the flares was $320 I’m probably better off just purchasing new flares. I don’t know how these rusted so quick on a three year jeep. Is plastic recommended to avoid this issue in the future?

Alot depends on what kind of coating was on them when new, my guess just some spray paint.
