Just bought my 14 year old a used jeep and want to make sure it's the safest and has the best ride quality possible. Any positive input is greatly appreciated.

Ride quality is subjective but always start with tires. A C rated tire is preferred over an E rated tire when possible. In addition, keep the tire pressure around 26 psi (yes, I'm very serious).

As far as shocks go, again, this is subjective and it depends on your budget. You can make that thing ride better than it has any business riding if you spend thousands on custom tuned Fox Factory Series shocks.
