Someone's personal touch when they owned it. You should be able to remove the decal.
Their name possibly, but nothing from the factory or generally jeep related.
There are a number of things that jeep has put there over the years, Rubicon, willies, chief, islander, a few others I can't recall off the top of my head. Typically it's a special edition of some sort, with the Rubicon being a trim level.

Unfortunately, I don't know.
I assumed it was stock,
I will go out to the barn tomorrow and look for some clues.
Any idea on where to look?
I think it has a spot to mount a winch under the center cover.
