? about JK with a branded title

Hey everyone, I’m a current TJ owner but have been looking at JK’s lately. I live in Iowa, so trying to find a mostly rust free frame is...not so easy.
A local dealer has a 2014 2 door Rubicon that’s lived most of it’s life in California and Louisiana, but carfax shows it was reacquired by manufacturer back in 2015 with 15,000 miles on it. It currently has over 40,000.

Carfax says this:

I’ve googled a bit about intake air sensors, but didn’t find too much. I also don’t know about Cali laws and if they are pretty lenient to owners that complain a bit. Is it worth a low ball offer if the rest looks good like a stock Cali jeep should, or best to run away fast? Any help and guidance is sincerely appreciated.
