2013 JK Unl Spt Starting Issue - At My Wits End!!!

I have a 2013 Jeep Wrangler Unlimited Sport four-door four-wheel-drive soft top. The other day I came out to start it and I didn’t turn the key far enough forward to get the vehicle started. I then turned the key back off and then try to start it again at that point the starter was just spinning for 10 to 15 seconds wthout the Bendix gear engaging with teh flyuwheel. I did a full TIPM reset by unplugging all the harnesses, battery and grounding the positive and negative battery terminals together overnight. Reconnected everything and it’s still doing the same thing. I took the starter off and had it bench tested and it works fine. The starter gear does pop out and engagenomn the bench test so it should engage the flywheel. I scoped the flywheel and the teeth are fine. I replaced the ignition switch and it’s still doing the same thing. I did a second hard reset on the TIPM and it’s still doing the same thing. When I connect my starter outside of the jeep to the wires on the Jeep and try to start it the starter spins, bu the Bendix gear does not pop out of the starter. I also bench tested on my own by connecting positive to large solenoid post, grounding the starter & running a jumper wire from the battery positive to the single solenoid terminal. When I do this, the starter clicks, but does not spin. I have 12.8 volts at the factory solenoid wire & at my bench test wire. All fuses & relays are checked/good. Battery is good. Anybody have any idea on what the issue could be?
