Sounds like it is time to replace the TIPM. Did you recently play in the water?

If that does not fix the issue the next thing to look at is replacing the TIPM with a new or rebuilt one. My MW3 fried the sway bar disconnect fried the internals after being submerged for 30 minutes in a water crossing and that in turn too out the TIPM.

Are you staying in Low range to use the lockers? At those speeds you should be in high range. The Jscan will allow high range usage of the lockers.
