    What's your current gearing? IMHO, that'll have a bigger impact on tire size than lift will. From the capabilities you described I'd look into 33's, no lift, and maybe flat fenders if more clearance is needed. I'm from the school of biggest tires with the least amount of lift. Just by bigger...

    What is needed to run 35’s vs 37’s

    IMHO, for 35's on a Rubicon w/auto no re-gear is needed, but as Blackjku said, you'll want to re-cal the speedo to keep correct shift points etc. If I were to do 37's I would re-gear to at least 5.13. For mild wheeling/trail riding on 35's I feel stock axle shafts and steering is sufficient...
