Brand new starter so that’s not the issue. Does this every 3-4 weeks or so takes about 6 tries to start up.

Sounds exactly like the issue I was having that drove me bat sh@@ crazy. Took BLACKJKU’s advice and replaced the bushing on the tranny cable underneath. Then pulled the consol and replaced the bushing on that end at the shifter. Made a very slight adjustment to the cable at the nut and BAM! It has never happened again. You can get the bushings at autozone. On the help rack.

Have you tried moving the shifter while trying to start or putting it in neutral?

Did you look under the Jeep at the shifter cable to check the bushings to see if they are bad?
Common for my automatic as well.
I just make my girls wiggle the Jeep around saying that's the only way to get the shift cable sensor to work. Now they all scream "Wiggle-Wiggle" every time the jeep doesn't start on the first try. Not recommended.
Just gently tug/push on the transmission shifter while turning the key.
