What's up with my brakes?

This a 2014 Rubicon New brake pads on all wheels. The brakes were a little spongy and I noticed when holding down the brake pedal that it very slowly start sneaking down. So...I buy a remanufactured master cylinder..Install and bleed the system as directed. Now the brake pedal goes to the floor...Go figure. I think maybe a bad rebuild Master cyl so I retun it and this time I bought a brand new one and be sure to bench bleed as per instructions, install and this time I buy the pump system that pushes the fluid thru the bleeeder valve up into the M.C. I had a helper watch for bubbles and were two tiny ones. He also noted that as I pumped fluid the reservois was slowly fill up. There is zero air in the system and still no brakes. Fresh out of ideas ....Again I carefully followed the instructions and am stumped. Anybody have this happen? I certainly would admire to know what the hell is up with this thing
