Unit bearing issue during axle shaft install: Does this sound normal?

I’m replacing the ball joints on my 2015 rubicon. On the driver side I got them done and when replacing the axle back into the housing I get it slid into the carrier. I spin the axle to make sure all the splines are engaged but the unit bearing was still not seated against the knuckle. The only way the unit bearing would seat is to thread all three bolts in and tighten them to seat the bearing against the knuckle. Now everything is seated and everything spins freely. My question is does that sound normal? I’m used to the unit bearing being able to seat against the knuckle without have to pull it on by threading the bolts. Everything seems fine now but I don’t want to destroy my front axle if something was seated correctly
 
If it wasn't seated correctly the shaft wouldn't have had went into place, the last thing it does is slide into the splines.

It was seated to the point where the unit bearing was close enough to the knuckle to thread in the bolts and as I tightened the bolts the unit bearing slid into the knuckle and is sitting flat against the knuckle. I’m just not used to have to tighten the unit bearing bolts to have everything seat in place
