Transmission issues while towing

I am having trouble towing my boat. 16 ft aluminum bass boat.
My jeep is a 2011 jk 6 cyl. 3.8. The engine sounds awful when going up a hill. I'm going to get a compression test I guess. But the biggest pain in the butt is the transmission. Mine is manual 6 speed. When I back down boat ramp I have it in 4wd and then pull on the e brake. It still creeps slowly backwards. I have to chock it. Well my e brake is out of service right now. So I have to launch w another person. On the ramp at an incline no ebrake. I have jeep in 4wd motor running and in first gear if I turn motor off leave it in 4wd and in 1st gear and lift foot off clutch it will literally roll backwards one revolution at a time. I have to crank it or the brakes won't even hold it. Power booster. Why the hell is this trany so weak?? Even without the boat on the trailer! Just empty trailer. I also had a Center Force high performance clutch to replace stock clutch. I can park it on any hill without a trailer and or boat leave it in 2wd and first gear and it holds fine. Any thing I can do?

Do you have a Pedal Commander or similar throttle enhancer?
The E brakes are junk. I have seen videos on how to make them work properly.
Use wheel chocks along with the emergency brakes.
You only have a 6 cyl engine so you can't expect it to do much brake holding.
Transmission is not a brake.
How much does your boat and trailer weigh? That's just a big anchor pulling you down the hill.
 
No no upgrades. Ok. I usually use a chock. But didn't have one.thanks. I thought this was abnormal because, I dont see others struggling to leave their vehicle in park or first gear. Thank you for the input.

Are the others using a Jeep to load and unload there boats?
 
I need new shoes on my ebrakes. I tried to replace them. The springs are a bear. I've got to take it to shop to let them do it. What mods are you talking? The cable mods or what?
