P0038 help

Cannot erase that code at all. Didn’t notice any wire damage. Don’t know dick about electrical. Noticed on J-scan that sensor is running 1.27 at idle and not toggling. Took it on a drive and it drops voltage down around 58 and toggles somewhat. At idle she work back up to 1.27. So here I am! What do you guys think. Maybe need NGK sensor or something else? Any ideas or help greatly appreciated.
