over charging

hi all, ive run into a big issue, my 07 jk 2.8crd auto is having over charging issues, its +15v going into the battery (which is new) i thought i had a bad alternator, so that got changed, made 0 difference, ive cleaned all the earths i can find all over the veh inc the main engine one, cleaned all the connections to the battery and the main power to the tipm, nothing has made a difference, im now lost as to what else to check/do HELP ! its driving me nuts !

I'm pretty sure the ECM controls the charging, but might want to do some more checking to be sure.
