JK AC question

Hi all, I have a 2016 JK that is having AC issues. A while back the motor was replaced by a dealer and they refused to put my old refrigerant back in claiming it was contaminated. Long story short, I am trying to get it back working. I have vacuumed it down, it doesn't have any leaks and when attempting to put refrigerant back in the compressor will not kick on. I pulled the wired connection that plugs into the compressor, I assume for the clutch and it reads 13v. So my assumption is it should be engaging? I know it has low side lock outs that can prevent it from engaging but I would assume if it has voltage at the connection it should be kicking on? Any help would be greatly appreciated!

Did you put enough refrigerate back in? Also, if you turn the blower onto the windshield that will kick the ac pump on.

If you are starting with a empty system you will need to jump the low pressure switch.
