Can anyone identify this aftermarket bumper on 2016 Jeep Wrangler Sport? Need to know specs towable or I need to replace (so I can flat tow with RV).

There's really no way anyone can identify the manufacturer from that picture.
Crawl under it. See how it's mounted. That'll tell you if it is suitable for using as a mount point for a tow bar. It probably is, since pulling on the shackles to get it unstuck will put more pressure on it then towing.
