Axle swap locker problem

I purchased stock 2016 take-off Rubicon axles and then put 4.88 gear in them. When they gears were installed the the tech activeated the lockers to confirm they worked...and they did. This weekend the Rubicon axles were swapped into my 2017 Jk Sport with NO wiring done to the lockers. No harness, but all actuators on the Ribicon axles in place as tested prior to installing the axles under my jeep. The tech now tells me that both axles are locked and he has no idea why. No power to them, just installed under my Jeep as they should be. Anyone have an idea what would lock the lockers with no power to them?
Any help would be greately appreciated.

Thank you for considering this. The tech just called and said he fixed it. The actuator for the lockers were stuck and when he energized them they unlocked and stayed unlocked. Weird but done.
