Auxiliary lights/ rear heated seat fuse (m9)

All right, I have seen people talk about using the m9 fuse (rear heated seats) for powering the switch for auxiliary lights. In my last Jeep 2014 Jku, this worked great, in my new Jeep 2014 jku, the rear heated seat fuse is hot when the key is off and not hot when the key is on. Both Jeep were both Sahara's and all have the same features except the new jeep has remote start and navigation. Any suggestions or reasoning why the fuse might be not working correctly?
 
I would suggest using a relay and then pulling battery power for any auxiliary lights. That way your not putting a strain on the TIPM which is costly to repair. If your wanting it on a keyed source then you could find somewhere there is a key on place to use for the relay's trigger terminal.

Also by using the battery to light them up you'll get more amps so they will be brighter.
