Aftermarket Front Bumper Issue

I bought an aftermarket steel bumper that is suppose to support the 4" OEM fog lights but the holes in the bumper are about a 1/4 inch too small. Any ideas about how to expand the hole? Thinking about taking it to a muffler shop and letting them use a muffler expander but would like anyone's suggestion. Thanks.

I have LEDS and OEM fog lights (same size) neither one fit

Which bumper is it? My DV8 stubby bumper had some bolt holes that were too small for the bolts to pass through due to the powder coating buildup. Had to drill them out just a touch to get my failead mounted up.
