2007 Jeep Wrangler won't turn over or start (computer doesn’t read)

I have a 2007 jeep wrangler with a manual transmission and the computer doesn’t read and when I check everything inside the fuse box the asd fuse 1&2 are together and asd3 is on another fuse but both barely light up my test light can anyone help me please

I'm pretty sure your not going to get any volts at the ASD until the engine is running, anyway that's the way the Dodge trucks are and Chrysler usually keeps all there electronics about the same.

When you turn the key on run does your dash lights come on as usual?
