Currently running 35x12.5x20, thinking of going to 13.5. Is there a huge difference while driving?

The narrower tire will always be better for on-road driving, always.
The only place the wider tire will be better is off-road, or on loose surfaces (i.e. dirt, gravel, snow, etc.).
So ultimately it depends on how you intend to drive the vehicle the most.
