For 102k, shouldn't it at least come with a decent paint job?

The Rhinoline idea actually makes a lot of sense if you're building a hard core offroader. I had an '89 that was intended for the nasties trails that was lined. Black on the inside, red on the outside. Drain plugs in the floorpan. Pressure wash inside and out. The bedliners are incredibly resistant to scratching, and reduce minor denting as well. Given the axle swap and other mods, I tend to think this one was built for business.
If it's a mall crawler, then meh.
 
Isn't Rhinoliner toxic as hell and only meant for truck beds?

It's toxic when being sprayed, but so is paint. Paint is generally considered more toxic. Both are only toxic when they're being sprayed. Which is why people who spray them wear filter masks.
