Rusted floorboard

So, my wife and daughter got caught in a down pour, so I just pulled all the carpet out and found the driver front rusted pretty bad. Gotta fix that but upon inspecting the rest (which I didn't find any more rust) there are rows of tar like stuff that traps water.
1. Everyone that still has carpet needs to be aware of this.
2. Does anyone know if all years of JK came with this stuff or just the early years?
Ours is a 2010.

The photos you added are not what a stock JK floor pan looks like at all. That really looks like an aftermarket, DIY insulator or sound deadening product as mrjp suggests.

That's what I was curious about. I didnt know if OE or not. It's in all 4 floor areas plus in the rear cargo area, which is kind of odd. Either way it's garbage as it's trapping water.
