@Largehit71 is correct. It is a retainer bracket for a soft top. However, the picture you posted is of a JL so it may look slightly different.
And of course, if you dont have a soft top, it is useless

Yeah. I was just trying to ID the part. And of course, I only have a soft top, so it's very useful.
