What are the best sized tires for 20" wheels?

Well, I wouldn't run 20" wheels on a Jeep at all. However, if you insist, the biggest tire you're going to comfortably fit at stock height is a 33" tire (which even then is really something you need a 2" lift for). If you want to go to a 3-4" lift, you can fit a 35".
 
What is the best size tires to run on the 20" wheels?
I have 20x10 wheels and 35” tires and a 3.5” lift kit. Rides great, steers great and looks great.

If you're going to be offroading, I would reconsider, even with a 35" tire, you're no going to have enough sidewall. When aired-down, sufficient sidewall allows the tire to deform to the terrain, giving you more grip.
