when you rotate the pulley it should fell clean and no resistance at all, remember there is a lot of pressure on these pulleys even the slightest rubbing like a grittiness.

Sounds like a bearing going bad, take the belt off and turn each pulley by hand to feel it's sticking(resistance). If it's left the way it is the pulley will seize

I know it's been a few years, I have a 2011 with this issue, all my actuators are two wire. Have you ever found the rest of the articular? I may have solved mine, I just need for it to get a little warmer outside to bugger with this thing and a Scan tool to help reset the system.
