Running tires for 8.5" wide wheels on 9" wide wheels (is it safe?)

I popped on a new set of rims. Now I am discovering that my tires are not rated for 9” rims, says max 8.5”. Is this unsafe or would it just make the tire “bulge” and have a wider stance? Asked the tire shop and all they could say is “it is unsafe, and your tires will ballon” but couldn’t say to what extent in either issue. Anyone ever try?

New tires and don’t want to throw, or try sell for pennies on the dollar.
 
You'll be just fine. 1/2" isn't enough to worry about anything, not at all (y)

However, a lot of shops won't install them as they'll tell you it's a liability and their insurance won't allow them to.
 
Like Chris said perfectly safe. I had a tire shop tell me they couldn't install a new tire on a wheel for me because it wasn't there new tire. I haven't went back there since.
