I had another gentleman check his jeep.He has about the same reading.When he first turns on his key to run, he gets the twelve volts for just a second or two, and then it drops back down to point 67 or point seven. His jeep is running lol.

It's not running it turns over but doesn't start

This is normal... the ASD relay (as well as the fuel pump) will be powered up by the ECM upon "key on", where after a no-start or no-run for 2-3 seconds, will deactivate the ASD and fuel pump relays.
