How can I access the heat shield without removing the muffler?

Have been hearing a strange rattle/grinding noise from the rear of my 2017 jk. Found the heat shield above the muffler is loose and hanging on from one end and it's hitting the muffler. Any thoughts on how to access it to reattach it without removing the muffler?. Can't really see what holds it up. Any good ideas are welcome.
 
Pictures would help a lot, but without seeing them I really think if you can remove the muffler that's the best bet.

I have dealt with those type fasteners during my career. I am surprised that Jeep thought these cheapies would last. I guess if they get through the warranty period, it would be no problem for the company. Thanks for the info. I know now what I am faced with and can plan accordingly.
