Winch and overheating question

Im asking this for s friend with a 2015, I think I know the answer but I'll ask anyhow. This is at a dealer in NV with overheating issues. Dealer says they have replaced the Thermo, sensors, wp but not sure about the radiator,id have to ask. They claim the overheating or running hot is due to the winch mounted bumper blocking the air flow. I'll also ask what considered normal in 100+ weather temp wise running the A/C? . Seems our 4.0's will run 220 or so and its considered normal. Anybody experiance this with after market bumpers and a winch mounted. Unfortunately I do not know the brand of either the bumper of the winch just to cover the bases entirely.
 
Someone else with a 2015 last week was having the same issues and I suggested to them that I heard of the torque converter staying locked up to long causing that. They haven't reported back yet so I don't know if they checked that out or not.

What is ”overheating”? Seems a lot of different thoughts out there on the JK’s. We have two 2015’s and they each reach 226 on 100 degree days, the fan kick on and it drops back down. I’ve come to accept that it is normal. We have a third JK, 2017, but my daughter drives it and its and I haven‘t placed a separate gauge in it to continue monitor it, plus I don’t drive it much. But yes restricted air flow could cause overheating, not sure a bumper and winch would cause it, we each have those, but my winch sits in the bumper.
 
My fan kicks on at 226 as well. I ran my JScan today to see what the coolant temp was at while ac on, just idol and the ambient temp at 98°. It did get up to 229. I HIGHLY doubt the winch and bumper is the problem. There is no vehicle out there that should overheat when idling if everything is working properly. I would check and make sure the fan is kicking on.
 
I have a winch on the front and in southern Nevada and have no overheating issues or problem. Which dealer is it at?
I'll have ask them some particulars like exactly how hot it was running. They were in route across NV during a trip and said it was "over heating" the entire way so they dumped it off at a dealer. I apoligize as that could mean several different things with regard to "overheating" so I'll get more info. My basic question was the winch blocking to much air which I thought was typical dealer BS.

The dealer did remove the front bumper winch combo with no change. Their final diagnosis is replacing the heads for $6500. They dont have it back yet so we'll see if that fixes the problem.

OMG, REALLY? They should just replace the entire engine then. Did they check the thermostat? Radiator? Electric fan? What would go bad on BOTH heads at the same time that the only symptom would be overheating. I would have it towed out of there so Moe, Larry and Curly couldn't screw it up more.
