PLEASE HELP! Stripped holes from manifold to catalytic converter downpipe.

I recently bought a 2015 jk R title in NY I live in Pa. Turns out the 2 top bolts that hold the catalytic converter to "manifold" head were put in crooked and now I don't know what to do. I can't get enhanced inspection to get it titled or registered with code P 0430 bank 2. There's a leak and a gap. Garage said the whole top side of motor is one piece and most garages won't touch it. Spent almost all I have and now I can't even drive it. help please

Do you have a photo?

In most cases you're looking at a drill/tap/helicoil situation if it's stripped out.
 
Mine rusted away on my 2013.
I took it to the local hack shop and had them blow away what was left of the the studs and replace with bolt and nut. They thought it was no big deal and it didn't cost much.

On my dodge dakota I used 2 of something like this.

You would use one above the manifold flange and one below the converter flange. You would need to measure to make sure of the diameters and if there is enough space.

Edit: If you go the clamp route, buy them at the local auto parts store for easy exchange when you find the size isn't quite right. And you will have to buy a couple of #8 bolts that are long enough.

I don't have photo. Its the 3.6 There's 2 on top one has head snapped off so bolt still there and garage said they didn't touch it because it's going in crooked.the other one is just spinning in there so must be stripped. Nobody here wants to do it say I need new head

I thought of that clamp. But the 3.6 the CAT Bolts right to the block so I don't know what to attach it to and yoy can't use nut and bolt because there's no back side and it's aluminum too
